Characteristics of Effective Sex and HIV Education Programs

The 17 Characteristics of Effective Programs

In 2005 Doug Kirby, Lori Rolleri, and B.A. Laris published a report on the specific characteristics of programs found to be effective in changing behaviors leading to STDs, HIV and unintended pregnancy among youth. They reviewed 83 studies of HIV prevention and sex education programs to identify exactly what works in these programs.

The characteristics of effective programs fall into three categories:

  1. Curriculum Development
  2. Contents of the Curriculum
  3. Implementation



Following the release of the report, with the assistance of Mary Martha Wilson from the Healthy Teen Network, Lori and Doug developed a program assessment tool that providers can use to ensure that their programs incorporate these effective characteristics. The Tool to Assess the Characteristics of Effective Sex and STD/HIV Education Programs (TAC) gives communities the tools they need to select and implement the most effective pregnancy and STD prevention programs for youth.
